Nine people at City Hall.

Three on the To line because they each hold a direct lever on the outcome. Six on Cc— staff, inboxes, and bodies — because that’s how the supervisor’s office and Rec & Park actually triage constituent mail.

Direct accountability.

Mayor Lurie raises the political stakes — a campaign that reaches the mayor’s office gets routed back down to Rec & Park with attention attached.

Supervisor Dorsey represents District 6, which is where Victoria Manalo Draves Park sits. Constituent mail to his office is weighted heavily over non-constituent mail. The two Chiefs of Staff (Donovan, Tam) and the staff inbox are how that mail actually gets triaged.

Sarah Madland is the Interim General Manager of SF Rec & Park — the person with authority to actually change the policy, and a Rec & Park contact Benjamin has worked with before. Staci Whiteis another Rec & Park staff contact. The general inbox and the Rec & Park Commission give us the institutional record and the body that could formally adopt a new park policy.

The list is not random and it is not maximalist. It’s the smallest set of people that makes the campaign land at every level it needs to land.
